ok appearently we aren't allowed to Recruit like we were doing so now its gonna be up to everyone to try and pull people in cause if we post anything about advertising our academy now in the Duel/Watcher notes admins will givee you 1 warning and then ban you

Okay, I have thrown around the terms of Tiers for a little bit; and I feel that a little explaining is in order.

Tier 1 decks are decks that have topped YCS's and are prevalent in the meta. Tier 1 decks are the decks that are considered Pro, and have thousands of players playing them (to some avail). Tier 1.0 decks ahve been topping since they have been released.

---Tier 1.0---
Plant Synchro
Agents (and their other builds)
Dino-Rabbit

Tier 1.5 has a little less going for them. They are competitive, but lack an edge compared to the above decks. They either have been nuked by the Ban-List, or have slowly dropped out of the Tier 1.0 area.

Blackwings
Chain Burn
T.G. Stun
Disaster Dragon

These are decks that topped, once topped, but are still mainly played.

Events are as follows for Tiered Events... (Incidentally Konami has the tier's flopped from what players see it as.

Tier:1-1.5 (World Championship's, YSC's, and Regionals)
Prestigious events, and will have the highest level of rules and penalty enforcement. Dragon Duel
events that offer substantial prizes must be run as Tier 2 events. The Swiss Rounds of these events will use the End of Match Procedure for Swiss Rounds (Section V, sub-section F). This means matches during Swiss Rounds can end in a draw.

Tier 2: (Locals/etc.)
Designed for casual play and light to moderate rules enforcement. Tournament Policy and Penalty
Guidelines apply at these levels, but the focus is on fostering a friendly and fun atmosphere for Duelists to play in. These events will use the End of Match Procedure for Single-Elimination Rounds (Section V, sub-section G). This means that matches will not have Draws at this level.
